General royalty-free: Composers without any Mechanical Rights memberships
Most composers of royalty-free music, stock music, are in this category. They are members of PRS, ASCAP, BMI, SESAC, SOCAN or similar organizations which see to it that they receive a tiny royalty if their music is broadcast, but they are not members of MCPS, NCB, GEMA or any other organization that oversee their "mechanical rights" -- i.e. manufacture of CD, DVD, film etc. This music can be described as "General royalty-free".
After buying their music from Shockwave-Sound.com, you can use their music in:

* Film manufactured on DVD or other physical media
* Websites and internet video (YouTube, etc)
* ...and so on.
without paying anything to any organization.
If your film should end up being broadcast on TV, the performance rights organization give a micro-payment to the composer, but this is paid for by the broadcaster as an annual blanket license. It doesn't actually cost them, or you, anything extra.
If you want to broadcast this music yourself or play it in a public venue that doesn't already have a blanket license from a performance rights organization, then you will have to get a license from the performance rights organization yourself.
